Terms of Use

These conditions govern use of Philadelphia County Criminal History. Accessing a page, reading its content, or submitting a query through a search tool signifies agreement to these terms. Do not continue to use the website if you do not accept them.

NO FCRA USE. Philadelphia County Criminal History is privately owned and has no affiliation with a government body. This website and its advertising partners do not provide services for credit, employment, insurance, tenant screening, or any other use regulated by the Fair Credit Reporting Act (FCRA). The site points readers toward Philadelphia County and Pennsylvania criminal-record resources. It is neither a private investigation firm nor a consumer reporting agency.

1. What This Website Is

This is a private reference site, operated independently of every government office. We do not store official criminal records, retrieve them for visitors, conduct official checks, or submit court or agency papers.

The content identifies the Philadelphia custodians that hold distinct records, including the Office of Judicial Records, Department of Records, Philadelphia Department of Prisons, Pennsylvania State Police Central Repository, and Pennsylvania State Police Megan's Law Public Website. Some pages also connect users with third-party research tools.

2. Rules for Using This Site

As a condition of access, you must not:

  • Use bots, scrapers, or other automated collection tools on these pages
  • Stalk, harass, intimidate, or threaten anyone with information found here
  • Attempt unauthorized access to the website or its systems
  • Use the content for hiring, housing, lending, or insurance decisions
  • Disrupt the site or interfere with another person's access
  • Violate any applicable federal, Pennsylvania, or local law

3. No Harassment, Stalking, or Discrimination

You may not use material from this website or a linked tool to stalk, harass, intimidate, threaten, or discriminate against another person. Such conduct may also be criminal. This restriction is especially important for the Pennsylvania State Police Megan's Law Public Website. Registry publication supports lawful public-safety awareness and does not authorize vigilantism, threats, or discriminatory action against a listed person.

4. We Are Not a Consumer Reporting Agency

We are not a consumer reporting agency under the FCRA and do not create background checks, credit reports, or other consumer reports. Our advertising partners' tools are not offered here for evaluating applicants, insurance risk, credit, or housing. You agree that neither site content nor linked-tool data will be used to:

  • Judge eligibility for a license, permit, or government program
  • Assess creditworthiness or determine an insurance premium
  • Make an employment decision
  • Evaluate a renter or housing applicant
  • Carry out any other FCRA-regulated purpose

Any legally permissible check for a regulated purpose must come through an appropriate official or FCRA-compliant provider, not this website.

5. No Legal Advice

Site content is not legal advice. General information about Philadelphia County criminal records cannot determine how a charge, conviction, warrant, limited-access order, or expungement rule applies to a particular person. Consult a Pennsylvania-licensed attorney for legal advice.

6. No Warranties

All content and services are supplied "as is." We make no promise that:

  • A partner search result will be complete or correct
  • The website will remain available without interruption
  • Information will always be accurate, complete, or current
  • Every page will be free of errors, defects, or security vulnerabilities

Charges, dispositions, sealing orders, and expungements can change a record after publication. Gaps and delays are possible, and nothing here constitutes an official statement by a court or agency. Pennsylvania's Right-to-Know Law, 65 P.S. §§ 67.101 et seq., governs qualifying agency records, while Act 22 in 42 Pa.C.S. Chapter 67A provides the separate process for police audio and video.

7. Third-Party Services and Links

Links may lead to Philadelphia offices, Pennsylvania court portals, state agencies, legal-aid organizations, or outside search services. We do not operate those destinations and are not responsible for their content, availability, data handling, or fees. Review the destination's terms before use.

8. Intellectual Property

Text, graphics, logos, and code on this website belong to Philadelphia County Criminal History or its content partners. You may not copy, modify, distribute, or create derivative works from that material without prior written permission.

9. Limits on Our Liability

To the fullest extent permitted by law, we disclaim liability for damages arising from website use, including reliance on content found here or through a linked service.

10. Indemnification

You agree to indemnify and hold us harmless from claims, actions, or demands caused by your website use or breach of these terms, including related legal fees and costs.

11. Governing Law

Pennsylvania law governs these terms. Any dispute arising from use of the site must be brought in a court located in Pennsylvania. Criminal-history dissemination by the Pennsylvania State Police remains governed by 18 Pa.C.S. § 9121.

12. Changes to These Terms

We may revise these terms at any time. A revision becomes effective when the updated text is posted on this page.

13. Cutting Off Access

We may restrict or terminate access at any time, for any reason, without advance notice.

14. Severability

If a court finds one provision invalid or unenforceable, the remaining terms continue in effect. The affected provision will be modified only to the extent needed to make it enforceable.

15. Questions

Questions about these terms may be directed through the Contact page.
